Socializing Very Small Dogs

My small 5.6 lb Yorkie X Shitz Shu X Maltese loves to go to the doggie parks and play with the other dogs. I enjoy to take her and love to have her socializing. Since she is very small, I find that most other dogs are much larger and heavier. Some are very active and bouncy. I am often fearful that she is going to possibly get hurt. Not purposely but accidentally.
Today there were two instances. Roxy was off leash and close to me playing with a stick. A big bouncy pit pull dog came flying up to my puppy and it frightened her. I managed to get my dog away from the other dog until the owners contained him. I was a bit worried that he may step on her. The weight of such a big dog could easily result in a broken leg or crushed ribs.
Then another big dog came into the park and Roxy was again playing. I asked if the dog was friendly and the owner assured me that it was. I let Roxy go meet the dog, who was on a leash but very excited and pulling.
I ended up just picking up my dog so she would not continue to try and visit with the dog until the dog was less excited.
I find I am almost constantly picking up my dog because of the big dogs that are off leash and coming in to her at a rapid pace and scaring her but because I don't want her to get stepped on or worse, bit. ( I have no idea who these dogs are when they first approach us)
Whether Roxy is on or off leash, I want her to socialize and she wants to too. She is already pretty much socialized. I am just unsure how to manage with these big heavy dogs that we encounter at the doggie parks.
Roxy want to run and play off leash too. It seems that she gets bombarded by monsterous dogs every time. Any ideas especially welcome. Currently we are seeking a small dog meet but have not yet found one in our area.
