first of all, all the wealthy corporates shud adopt 1 village each and develop them... the panchayat,municipal authorities shud function properly

First, there will have to be an existing community of people who have decided to live in a harmonious environment. They will get organized and get the attention of those in government to instititute measures towards the introduction of the basic infrastructure needed within any surviving locality. This will include a reliable source of water supply, electricity and road networks. When there will be a sizeable number of children in the community, schools will gain entry, too. The government and concerned organizations will have to give aid to the populace more on the educative side. The people must be made aware of their talents and be ably tapped for their own development. The locality now slowly stands on its own feet with a desirable degree of stability.
