Is this site a scam

Does anyone else belong to pay2surf? I just made the minimum pay,and requested payout. I was wondering if anyone else belongs to this site, and if they have gotten paid; or is this site just another scam?

I think that their server is very slow. I am just a standard member and I think it will take me alot of time to reach the minimum payout. My referrals are not that active so I guess I will have to do it on my own. I am still thinking of upgrading my membership to increase my earnings faster but I am still having doubts about it.
