retrogression is over

A lot of nurses all over the world are aiming to go to the United States of America, not until the retrogression started. During my first visit here to US, New York state in particulary, I have observe that the patient to nurse relationship is very hight. I mean 20 patient or even 30 for 1 registered nurse? Why is it like this? i mean could the standard be meet at this ratio? perhaps not.... then why is it that the nurses abroad are now being brought here in US?
