My 3 year old border collie (who i love soo much) is yelping at his own shadow is no pleasure to take for a walk. This whole situation has reduced my mother to tears and my brother who owns him does nothing to help the situation. I just want any advice that i can do to help the situation and help my mother enjoy the dog she spent so much money on.
Please help?

Is he yelping in fear? Or is it a playful yelp like he wants to play with his shadow?
If it's a fearful reaction, you need to teach him that the shadow is okay and is not going to hurt him. Bring some treats on a walk. If he starts yelping at his shadow, stop and keep him on a very short walk so he can't run away. Wait for him to calm down, then reward him with a treat. Keep this up until he no longer reacts to his shadow.
If that doesn't work, you may need to talk to a professional trainer.
