Making Friends In A New Place

Do you find it easy to make new friends when you make a major move? We moved from Arizona to Texas and it's been about 4 years now. I made one new friend who just moved to Georgia. my husbands in the army and you would think it would be so easy to make new friends since they have alot of support type groups and events but I have had the hardest time finding people I click with. I can talk to anyone and never feel uncomfortable or run out of things to say but when it comes to actually making that initial friendship it's just not happening. I have alot of friends back home but it would be nice to have some to hang out with here in Texas. Anyone else seem to have this same problem? When moving to a new place.
