Are D.E.A. Raids on Medical Marijuana Stores in California Ethical?

The Drug Enforcement Agency frequently raids medical marijuana dispensaries in California, despite medical marijuana being legal under California law (Proposition 215 and Senate Bill 420). Is the Drug Enforcement Agency just doing their job by enforcing federal law in California, or are they overstepping their boundaries by violating the peoples' vote?
