If someone is a pround sinner,a devil worshiper,a non-christian,a non-believer, would this person still be a child of God?

Yes. I believe that they are still a child of God. We are all God's children and creation.
I will use the Christian Bible as a reference, as it was used in another response. Jesus says that the Kingdom of God is within you. Jesus also says that God makes his sun to rise on the evil and the good and sends the rain on the just and the unjust.
The Bible states that eternal life is granted through Jesus. It does not state that we are no longer his children if we do not accept Christ as our savior.

every one is a child of god that's why it's a sin to judge... jesus said it himself not for you to do that

Its is my opinion that we are all God's children no matter what. In a family just because someone may do something horrible doesn't mean that person isn't a family member anymore. You do what you can to help that person get better. Alot of "churches" preach alot of hell fire, and are quick to damn everyone to an eternity of hell, but to think like that one must have very little faith in God, and not trust the Christ beyond an average human. The battle of good and evil isn't for a few good souls, its for all souls. If even one is lost then all is lost.
