Hispanic gangs, whats really being done to stop gang influence and violence.

I have been involved in Law Enforcement for 37 years. I have seen the formation and rise of Hispanic gangs in my town and neighborhood. For the last five years I have delt with the State of California, specifically State Parole, to assist local Law Enforcement Agencies in my area. They say, it sounds like a great idea I'll get back with you. That's it, they don't call back and stop accepting your calls. Our local Mayor wants a State wide fast against gangs and is going all out. The last month I have been trying to make an appointment with him to discuss idea's to combat gang influence and violence in our city. I have e-mailed him three times, left a home phone number, no response. I have set up informational powerpoint presentations for our schools on, Helping teachers identify students that may be at risk for involvement in gang activity, Helping parents identify if their child is at risk for gang involvement and lastly, Students that want to be gangsters and what they really have too do. All I get back from schools and school districts is, sounds and looks good, but we are not sure if we can afford it this year due to the budget. How much is a childs life worth, not only from being a fatality from the violence, but those that will spend their lives behind bars, create victims and commit crimes, because they got sucked into the gang life style and didn't know how to get out. Are we really doing enough to stop gang violence?
