You really need to clarify. Do you need a simple list of all the ip addresses, or a database that matches ip addresses with their corresponding isp's (you can't track IP's to individual user locations without the help of a closed government database)? And why on earth would you need something like this, considering all the whois, reversDNS, etc tools out there?
