Who needs to read this most! Wanna Be Breeders, buyers? or All pet owners?

Saw this on another site and it started a discussion as to who really would benefit from reading it. I think it benefits any potential new owner. I usually end up with those pups that 'will never end up in a shelter' yet are! Usually right in the middle of those awkward teenage years! and the Mum of the kittens kicked out because she was 'silly enough' to get pregnant.
What do you think?

That URL doesn't lead anywhere. What is it? Something about getting your pets spayed and neutered? That's something really important that I think everyone needs to know about. It's not a cat's fault if she gets pregnant!

The link worked from my inbox so I was able to read it. (It's missing a /, though.) Now that I've read it, I'm not actually sure who, if anyone, should read it. Not all of it made sense to me, probably because I'm only vaguely aware of puppy mills or breeders in general--I'm focused on shelters and rescues. (My family has six rescued pets right now, two of whom we rescued directly from feral.) I think it would only be fully understood by people who've gotten pets from puppy mills or who are otherwise familiar with specific bad breeder tactics. I don't think it would make sense to clueless prospective new pet parents or clueless prospective breeders. Either they'd ignore it because they didn't get it, or they wouldn't see what was wrong with the claims. I do think it's very important for people to understand the issues with puppy mills, but it would have to be explained in a more straightforward way.
It's an interesting problem, though--I wish more people were in this discussion!
