Wording a bit hard to understand. Essentially, you date them long enough to already know that they will say yes. Then, you ask them. Simple. Some people like to be all outlandish and plan the 'popping the question' time.. I would prefer to be spontaneous about things. However, it can be a memory for your marriage, so I can see some people wanting to make the occasion unique.
