How do you whistle loudly without using your fingers?

I don't know how to whistle. But if someone is doing the same, then I will try to learn from them. But until now, I was always a loser. Do you know how to whistle. If yes, How.

I just tried this on my friend who cant roll her tongue and she really struggled so those of you with said affliction might not get it...
1 : Cover both sets of teeth with lips ( as if saying the letter B)
2: Now slightly open of your jaw so there is a 2 cm gap between lips.
3: Form your tongue into the shape you make it to pronounce the letter "L"
4: You should now curl your tongue so that it contacts your top lip whilst flat and leaves a small gap.
5: Now blow through the small "hole" you have created and with a bit of Jaw width adjustment you'll be whistling with no problems.

What I want to know is, how to whistle loudly USING your fingers. Never could figure it out. My whistle is pathetic, lol.
