Can You Explained This?

I'm not computer expert anyway, and i know this weird bug on Microsoft Windows from my friend, i don't know how could this happen, but this is an interesting things to know 
It's been rumoured that Microsoft didn't know about this too ... and can't find it how could this happen, can you explained this?
1. Make a new folder and named it "Con" without quote
2. Open a blank notepad, and type the words "Bush hid the facts" also without quote, save it, and re-open it, and see what inside of the notepad ..
3. Open a new Microsoft office, and then enter this formula =rand(200,99), press Enter, see what happen ...

How did you discover them?
Who would have thought that it would yield such results.
Does it work on all versions of Microsoft windows?
I wonder if the techs at Microsoft are aware of this. Or did they purposely put it in for you to discover?

Umm i can't do that, since i'm not computer expert, i'm afraid i'll find difficulties to explain to them, because right now i didn't understand too why this is happen

U cant create a folder named "con" because Microsoft has predefined words which cannot be used for naming a folder or a file. I dont know about the second one.
In third one rand is always use only to produce decimal numbers. we cant generate any numbers(without decimals) using rand. rand is used in problems for an assumption. For assumption we dont have to take large values any a fractions.
Thats about my knowledge. Can you tell me for the second one?
