Help: Oil tank

I want to buy a house in Piscataway, nj. There is a white pipe sticking out of the ground near the house. the pipe reads "Charlotte". Charlotte, is the company that made the pipe, i guess. Can anyone tell me what this might be? Is it an underground oil tank.
