Why do PTC businesses go downhill?

I don't understand how the sites do not have money to pay their members. Someone pays them to advertise there link for a certain amount of clicks, then you use that many to pay a certain amount of people. Down lines are factored in later as a bonus, which means out of their own pocket/ sites profit. I don't see how anyone is getting lost in this process. I have no clue why sites want to advertise links to their own website (total waste of money right there). Also the sites who have money trouble, they should allow members to trade in their earning to post banners on the ptc site. They won't have to pay members to click on the banners and it will cut down the money they owe members. They also need to clear inactive members and cheaters, some sites do and who knows what they do with the money they get to keep when they do that. I wonder if any ptc site owners get on here?
