anyone knowing something about construction??

Would a framing inspector be out a year later after framing was put up on a house/addition? The reason Im asking is because a year ago my friend's neighbor had a construction company come out and put up an addition/house to her cape cod. Well, I dont know what happened I guess she never got approval for the loan even though she gave the construction company the go ahead but all of a sudden worked stopped on her house and now there's only the framing with windows and the stairs. Well now she is saying a framer is coming out. Why would a framer be coming out a year later when nothing has been done on the home? Plus she is running a daycare out of her home without a license and the other neighbor called the cops on her for having trees cut down and called her a shady business. My first thought was maybe it is a building inspector cause her permit could be up, What do you think???
