Is occupex a scam?

Hello. I was surfing on the internet for a ptc site and i came across occupex and i was wondering if someone knows if occupex is a scam or if it pays out when it is supposed to and if it is a waste of time.

Oh occupex is a good paying site. They pay either through AlertPay or PayPal. My upline got paid three times and I got paid once. I just requested my 2nd payment yesterday hopefully I'll be able to receive it within 10 days. If it's ok with you could please sign up under me.

I have submitted payment which is older than ten days but I have not received any payment so far. The forum link seems broken and the webmaster is not answering.
