Why do we have to pay to join PTC and other money making opportunities?

I think that if it's suppose to be a money making opportunity then we shouldn't have to pay to join it. Most of them seem to have a big boom rate for the first couple of months but then die down and payment issues begin to arise I'm tired with having to put in so much money but only receiving a small back in return. If anyone else has been in this same situation how do you feel about it?
