I was once a webmaster running a webdirector, quite a simple website. It worked out for a couple of months but suddenly no one was visiting the website. Then I started a blog of my own and talking about everyday stuff. Same thing .... worked but did not last. What do you expect ... as a visitor from a website ? What are you most interested in ? What are the best topics to speak about and for people to keep on visiting your website ? What can you offer more then just content ? I hear alot of people saying "quality content" ... what does it actually refers to ?

Well, if it's a blog, then I'd hope that the blogger whose blog I visit also visits my blog and comments on my blog. I think for a blog, interaction is crucial. If someone comments on your posts, then it'd be nice if the blogger also responds to the comments.
When it comes to a website, then it depends on what kind of website it is. As I've got no website, I'm afraid I can't give you any input on this, but what makes me come back to a website is that it's consistent with the theme. The best topics? I find that the best topics are those you care about. If you care about a topic, you'll write well and passionately and it'll show.
