Are Filipino people can join and received payments in mylot on their eon cards?

Hi to all mylottians! I just want to ask the filipino members of this site if you had already get your payment here? I mean had you withdraw the payment you got from mylot in your eon card? I had read from their policy that there are certain countries which cannot join here.I am also wondering why Philippines is not included on those countries which paypal is available but I am sure it is available here. So I am a little bit confuse if filipino's can really be a member here. Please do reply. Thanks a lot
