Is it true? IdealBux only pays Premium members?

I have reached $5 dollars on Idealbux... and really excited to cashout soon. However, I am really confused with their announcement that $5.00 is the minimum cashout and then on some of their pages, there is a note that only PREMIUM members are eligible to pay. How true is this? Does anyone here (standard members) were paid after reaching the minimum payout? I checked some of the PTC polls and ranked them as PROBLEM site. I hope my efforts in clicking and referring friends will not go in to waste.
