criminals

I have read in the news that there is little any one can do to stop the pirates in Somalia because the Country is out of control of any Government. They hijack ships and demand a ransom and some are paying these criminals to get their ships back. Now They have a super tanker with one hundred million dollars worth of oil and crew on board. They have are holding more than a dozen ships and 200 People hostage. Military ships from many Countries sit and watch this and do nothing. In Your opinion how should this problem be solved?

It depends on what kind of arms the pirates have. If they have rockets that can be fired from some distance and are willing to sink the ship, then it is a really hard problem to solve. If they are only coming with automatic weapons and small boats, then it seems to me like the tankers have the high ground so to speak and would come out ahead in a fight and from a money standpoint by having a squad of mercenaries on each ship to defend it. The tankers must have radar and could spot and challenge the pirate ships' identity from some distance so the tankers could also be armed with small short range rockets for defense. Now I don't know what international law is as far as tankers arming themselves so that might be a problem.
