Does the status of the economy affect financial aid?

For the past three years, I have watched tuition rates go up and financial aid assistance diminish. No matter what the current president might say or how people try to disguise it as war related, I know that the US economy is in the sewer right now. I'm a military spouse and our family is struggling so much right now.
So in the Spring of 2009, I begin again at a university working towards my degree in education. The rest of my classes (which is only nine) are able to be completed online....except the field experience part and certification. The problem is that at the university, I'm not getting enough to pay for all my classes. There's like $500 dollars missing and that's not including books and supplies. What's the big deal? Am I supposed to find a way to pay it on my own or put myself in further debt by taking out loans? Is anyone else having this problem? I'm wondering what is going to happen when I'm ready to go to graduate school and get my master's.
