is the public toilet charged fair?

In China,the public toilets are charged is common from the 1990s.but the concerned problems are turning out from then on.first,the money is from 20 fen to 100 fen.there is not a certain standand that how much the customers should pay for it.second,some people think the toilet is a basic service equipment that the government should supply to the citizens for free.Third,some people are bother to go to the charged toilets so they enjoy themselves outside the toilets or in the bushes or in some corners,which is a harm to the good image of the city.

it depends on the amount they are charging in our place they charge but a very petty amount which can be easily tolerable

I from India. In India It is free in some places. In some places they charge little amount just like 1 or 2 Indians rupee. It is too low and for maintainace purpose only. Actually government provided these with free of cost only.
