the same reason why you are sitting on the side of the road changing a flat tire and someone stop and ask you
you got a flat tire? nope the other three blew up
or you are moving and got the truck out front of the house.
and you get asked hey are you moving ?
nope just want to see how long it takes to load up the truck here's your sign.
these are true.
well helping my brother to dig up his driveway with a big hole in it. a person say hey you got a big whole there
yeah i buried my ex wife here and cant remember where i put her at.
or hey you digging a hole ? nope the rest of the yard blew up.

I think people do this sometimes to just annoy you and see what remark you will have. There are times however that the person may not have knew it was raining or expected you in the amount of time it took you to arrive so they say this in pure shock. Other times this may be their way of beginning a conversation with you. There are many reasons people point out the things that we already knew. People do this for different reasons: some honestly didn't know, some wanted to warn the others who are near, and some just wanted to be a plain smart azz.

They want to start a conversation but no ideas to start with. They want you to take notice of his/her presence. You are simply an interesting person that they want to say something to you even it is not important.
