What can you say about the beggars that sleeps on the streets?

When I saw some beggars on the street sometimes I pity them so much and give alms especially those elderly but some of them annoys me because I think they are just too lazy to work. I can even see a beggar who is really very healthy and strong. i would rather think why don't she accepts a laundry job. One beggar I gave him one peso he throws it because it's only one peso. One time I saw a group of tourist then street children annoys them by asking them some money, I was really ashamed to what the tourist would have to say with their experience in our country. I hope our government have some solutions with this problem.

i think our goverment have a power to clean the street free from beggars and street children. To give them right food nutrition, and places to live. The Goverment have to carry the responsibility for them. But many of our politician is corrupt.

It also annoys me every time i see beggars along the streets.
Actually it is the responsibility of DSWD to free our streets from beggars but the problem is once the beggar was put in an institution they will escape and go back to the streets. I even tried to asked help from DSWD, i told the staff to help a particular beggar to have a home when they did, i followed up the situation of the beggar they told me that she escaped from the institution.
Well sometimes we have to blame also some members of our community why we have like this people.
