most agencies do charge fees, no matter if it is for children or adult models. your best bet would be to search for independent photographers who are familiar with shooting childrens' portraits. build them up a nice little portfolio and then some agencies will accept to work with models based on their previous body of work. also, the fees sometimes include actual photo sessions, and if your kids already have their shots done, they don't need to use the agency's in-house person to create a portfolio. that will cut back on at least part of the fees, i think. i've done child photography in the past, and worked in studios that deal solely with kids. i'd help you out, except i'm in montreal, not toronto :(
