Water is essential to life, so water symbolises life itself. In many early religions, water and sources of water had a very special significance and, very often, springs and wells were supposed to have their own gods or spirits who cared for them. Making vows by a spring or well, therefore, involved the spirit of the place and was considered more solemn and binding. This is also the origin of baptism (which is a pre-Christian tradition - if you recall, it was John's baptism of Jesus that began his mission).
