Paypal or alertpay?

I have Paypal and alertpay and some money on them...
But My paypal has limited my Account :O
What do u recommend?
And I have KVB Debit card ...
Can I withdraw the Amount.Any service charge?

According to me and my friends Paypal is secured one because no body will cheat in that if they cheat then u can put a case on appropriate site.
