Is it so easy to Construct a demolished temple?

A portion of One small temple was demolished for widening the road. The temple is owned by the Government. The Department of temple adminstration got a fair compensation for renovating temple. The general public represented to the temple adminstration to speed up the renovation work.After five months, Representatives met the Controlling officer, and she informed that they will complete the work with funds received for that purpose and will start work shortly; they require public contribution only for performing rites expenses for opening the temple. After four months,a team represented the matter to the District administration to advise the concerned dept to start the work. After 10 days the representaive got a reply that they will start the work shortly. There was no progress. After six months the matter was brought to the knowledge of a V.I.P. After his intervention the renovation work started(after a period of one and half year from the date of demolition.) Construction was undertaken for a period of three months and halted.When enquired about incompletion,the direct officer of the temple seeks public contribution. Represntaives met Zonal Head and sought his intervention. On his advise public,irrespective of religion started contribution. Do you come across such experince while constructing a place for worship?
