Can the Goverment be permitted to control population?

I think that having children is a very personal decision, and cannot imagine my government being able to dictate to me how many children I have. But in the case of China, it is imminent to their success as a people and nation to have the controls in place to avoid collapse of the country from too many mouths to feed. I'm not sure it is the ethically/morally right thing to do from the government standpoint, but I can understand why they have put the policy into place.
