Every face tells about the nature of that human, Ya its true if you like to know about stranger about his nature, character you can read his/her face. Face reading can do with little practice.
Also body language will also help you know about people more

These face/mind reading things and be done up to certain extend by almost all , if you are matured character. But, technically face/mind reading is an art. Its a science and have to be learnt with procedures. Yes face and mind reading is one of the important concepts of psychology and key skill in human being, from which you can predict and characterize a behaviour or personality of a person "up to certain extend"
