No law stating rapeist can't be around children?

For those who know I got raped by my sister's husband several years ago I won't get into this story again but I just finally got an email back from DSS and they said that there was nothing they could do about my sister taking him back in around her 6 year old daughter. I wrote them back and said well I guess he has to rape her before they do anything just like what happened with me, there are 4 other girls he raped, I can't believe this.

He has raped four girls and yet he isn't locked in behind bars for life?! What an absurd ruling is that?! Plus having a little girl live with him?! What happened to the brains of your sister.
I saw your topic a few weeks ago and quite understood that your sister is emotionally tied down to him, but it's sad that authorities need solid evidence like allowing him to rape that little girl! I mean one offense may be fine but four?! and one more to go?! Oh my Gosh!
Can you look for other fields that could go technical on your sister so you could get that little girl out of her? Like does she smoke pot or does she have enough income? or is she a responsible mom (obviously not)? There has to be something you could do before that j*erk could lay his hands on that little girl?!

I know it's so frustrating and I have tired saying things about her and they don't do anything! I really don't understand, It took me years of torture trying to get him atleast a year for me and maybe a year or 2 for one other girl but that's it, I don't know what to do anymore...they said there was nothing they could do unless he actually put his hands on her. Pisses me off

oh my GOD who the hell is this ? rascule stupid man that he raped the girls and through it just like a cigreat that one is finished and other is started than other is finished take the 3rd one its to much dis loyality the government did'nt take action on that man the police must arrest him and give him the punishment to all the peoples the peoples watch and don't again raped any girl
