What's wrong on earth?

I just now went shopping , met something that i can neither make my tail nor head off.
First , Two well-dressed femail(looks like mother and daughter) came to me when i was waiting my friend beside the ATM. They asked me if i can give them a little money to buy somthing to eat. And i didn't bring enough money that time, so i told them the truth. And then they said sorry and away. At that time , i do have something sympathy with them, but i also keep an alert eye on them. Whatever, i really cann't afford my help to them.
When i was on my way home , a couple passed and stop me, with a little kid, asking me if i could give them some money, i refused them without a minute. I was thinking that if they really so poor that have to be like that. Whether they do the silly thing as a career. Or whether they really in need of some help ?
I don't know.
Could some one give your opinion? And what do you mean?

oh, I have the similar experiences with you. when someone in the street ask me for money ,I would like to give them a little money if they are child or old people. I think the other people have ability to find a job , they are too lazy to choose this way to make money,they may feel ashamed at their action.
