Why do ptc sites pay for viewing same ads everyday?

Have you given it a though why most of the ptc sites pay us for watching the same ads everyday? It makes no sense. I mean as an advertiser I will not pay any one if he is not interested in my ad. What do you think? Does it not mean that they are scam?
