is there such a thing as ghost employee?

i have been hearing about ghost employees especially in the government offices? in fact, in one country i have heard that an employee is terminated because she released a payroll completely signed by an employee who in reality does not exist.

I once worked as a secretary in a large hospital. I did hear from someone that the company that had the contract to do the cleaning was actually claiming for a couple of cleaners who didn't exist. It sounded credible, especially as there didn't seem to be enough real cleaners around the place to keep on top of the work.
