Garbage Dumps as Centers of Production

Being the repository of the detritus of the population, the garbage dump thus has the resources needed by the population (energy from decomposition, metals, plastics, etc.) if these could be recovered and recycled.
This being so, can the garbage dumps potentially fulfill the role once filled by factories as centers of production, employment, population? Is this a good thing?
