What is the solution to terrorism India facing and Pak denying.

Last Few days after terror attack, Indian citizens are Furious, angry and developing antagonism against Pakistan. But What must be the real solution for this? Indian media is right in their part and Pak media also true to their part.Pak media says, terrorists are the common enemy and should fight together as Pak also facing terrorist problem in their own ground. But I do not understand, If the government is showing solid proof of terrorist establishments with address and location, then why not the Pak government find out the elements and smash them? Every body know that the Pak is in the state of bankruptcy and not in a position to war against India. But why this Hide and seek game. Clearly, Underworld dons are free and marriages and functions are taking place with celebrities of Pak nationals, eventhough they can deny existence of elements in their country? What you feel about the situation? Yes, I accept that All Pakistan is not to blame. But the elements are clearly present in Pakistan, then, the government should take action and co-operate!! What you Feel about this, and what must be the solution for this problem?
