Public health or economic growth

Well, we all know that smoking is a bad for people's health,cigarette production is a major economic activity in many countries, especially in some developing countries.
On the one hand smoking is a dad habit; on the other hand tobacco industry provide a high tax income to the government. it is very difficult to balance this issue for the developing countries. Protect the public health or maintain economic growth, what do you think about this issue?
