I sometimes encounter buttons that don't responde well, I even have a hard time with the analog stick too~!
What I do is take the face plate off of my PSP, remove the rubbers under the buttons, thought the buttons below the screen needs more tuning than the simple rubber pads since the buttons underneath the screen uses those ribbon like material..
Anyway, I use an eraser to clean any dirt off for the buttons and try it out if they buttons would respond or not.
I have done it a couple of times and so far, I get to fix the problem without going to a shop that could fix it for me.

Button problem for PSP. Yup. That was the time when I dropped the PSP. It keeps on going to the left side. I just opened my PSP and adjust the directional pad because it was not aligned. There the button of my psp was fixed

I have not experienced any problems, but I may be able to help you. The button may be sticky, in which case you should swab it with water lightly and with little water. If not this there may be a loose wire or a defect. I am not to familiar with the psp, but maybe there is some setting to turn it on. If there is a loose wire or defect there is nothing you can do unless you would like to take it apart, fix the problem, and put it back together hoping it still works. If it does have a defect I would recommend trying to return it and getting your money back to buy a new one. If the button has always been like this you will surely be able to return it.
