Do you think applying thermal paste would decrease temperature of my processor? DO it make a difference in my cpu speed?

Thermal paste is not designed to reduce the temperature of your processor. but yes a cooler processor will offer a negligible increase in speed. If you are looking to tweak the speed of your computer then I would suggest posting some specifics about the unit such as processor speed and the amount of ram that you have as well as what operating system and brand.
However there are also some free programs that can help you increase the speed of your system which are
Advanced windows care
CCleaner
Glary Utilities
All of these can be downloaded from http://www.download.com and once again are free. I use all three to keep my system clean and tweaked.

I believe it would base on experience myself, I had this PC
and was surprised the temperature reached 55°C and checking
on the fan speed seems to be normal, checked on the thermal
paste and it dried up so putting a new one resolved

thermal paste will not decrease the temperature of your processor but, thinking that processor and heat sink is a metal base, by putting thermal paste, its speeds up the transfer of heat from processor to heat sink.. so the processor will dont make much heat that will affect your CPu speed..
