Do you have certificate of poverty?

I am a chinese student.In china,some students who have difficulty in family have certificate of poverty that certified by neighborhood committee of their hometown.The students can enjoy preferential policies in school example for fee remission or living allowance.Originally,that can encourage the students doing more their best.But some students' family condition are not bad although they have ceitificate of poverty.They still accept grant-in-aid from school.By the contrary ,some really inconvinient students are removed for place.I'm very angry to this selfish people.I don't know why do they have the certificae ,but I can't do anything.Only hope i that phenomenon didn't maintain all along.
