Is it wise?-Family planning for street dogs!

Nowadays we read in newspapers about children bitten by rude street dogs claiming the little ones lives.Rabis is a well known disease spread by wild dogs.As blue cross is against catching and killing street dogs,in some places dogs are caught and made family planning operations.This they say, will enable cutting down street dogs population.Is it possible to operate all those street dogs and is it wise to spoil people's money on this idea?

Yaaaaa., its a better thought to do family planning for street dogs to control the strength of those street dogs , because with that street dogs there is no use but they r growing raoidly so its better to give family planning for street dogs
