What would you do to help?

I have a little brother who is 16 years old. He has been sent off plenty of times. right now he was sent to job corp for being on drugs and staying into trouble. He has been drug free for a few months has his highschool diploma and ged and he is also now in the brick and block union, but he said the first thing he was gonna do when he gets out was get back on all the drugs he was on before he went in. I don't want to see him down in the dumps like that again. what should I do. What can I do to help him. I have tried to talk to him telling him that is not the right path to follow, but he just don't listen. Our older brother is like that. By the time he is paid friday morning he has his weekly pay check spent by that night. I don't want to see my little brother like that.
