People say north India is filled with terrorism, but i've been there to places like Jaipur, Leh, and the beauty astounded me. Most of these places seem untouched by humans.
Anyway, the safer states are those of the south, mainly kerala. In Kerala itself you could spend three weeks and still not visit all the natural scenaries, wildlife, beaches, and places of archelogical importanace.
Besides Kerala, other places of importance for tourism is Goa, Tamilnadu, Andrapredes and Karnataka. The temple towns of the south are unlike those of the north and are suberbly vibrant - whether it is the rock temples of Tamilnadu or forts in Kerala or the Palaces of Tipu sultan in Karnataka.
Anyway, if one is coming to India, one shouldn't go without visiting the TajMahal in Delhi. Nearby are many related places of importance build by the Mughal kings.

In the north you should visit Taj Mahal in Agra. If you would prefer greenary all around you should visit Kerala. Especially Adhirampalli falls it is tremendous. Then if you would like to visit temples. Then South India is the best. The famous Tirupathi hills with lots of sightseeing and the temple will attract you. It is one of the richest gods. If you would like to see sculptors then Tamil Nadu Mahabalipuram is the best.
