What is Talmod? Is it a divine scripture for the Jews, other than the Torah? If so, who was it revealed to and at what time?

From Wikipedia, the free encyclopedia "The Talmud (Hebrew: ?????????) is a record of rabbinic discussions pertaining to Jewish law, ethics, customs, and history. It is a central text of Rabbinic Judaism, second only to the Hebrew Bible in importance. The Talmud has two components: the Mishnah (c. 200 CE), the first written compendium of Judaism's Oral Law; and the Gemara (c. 500 CE), a discussion of the Mishnah and related Tannaitic writings that often ventures onto other subjects and expounds broadly on the Tanakh. The terms Talmud and Gemara are often used interchangeably. The Gemara is the basis for all codes of rabbinic law and is much quoted in other rabbinic literature. The whole Talmud is also traditionally referred to as Shas (?"?), a Hebrew abbreviation of shisha sedarim, the "six orders" of the Mishnah."

I also came across this: What Is the Talmud? “The Talmud is undoubtedly one of the most remarkable literary productions of all times.”—The Universal Jewish Encyclopedia. “[The Talmud is] one of the great intellectual accomplishments of humankind, a document so dense, so rich, so subtle that it has kept superb minds busy for more than a millennium and a half.”—Jacob Neusner, Jewish scholar and author. “The Talmud is the central pillar [of Judaism] supporting the entire spiritual and intellectual edifice of Jewish life.”—Adin Steinsaltz, Talmudic scholar and rabbi.

The Talmud has also been called “a sea of obscurity and mud.” It has been denounced as a blasphemous work of the Devil. By papal decree, it was repeatedly censored, confiscated, and even burned in large numbers in the public squares of Europe. It seems that the Talmud endeavoured to teach Jews the thinking of the rabbis. But the question for all—Jews and non-Jews alike—is this, Does the Talmud truly reflect the mind of God?

The word Talmud (as it's often written) means "study", and it is the book of Jewish law. It provides the basis of all matters of Jewish law, and consists of Mishnah; the oral law, put into writing around 200 years A.D. and the Gemara, which is a commentary on the Mishnah. Oral law is thought to date back to Moses, and to have been passed down from generation to generation, until being commited to writing.
