Could you walk at 4 miles per hour and do a job???
Well I don't think I could and I do some walking!!!
Yet I have just read in the press here in the UK that postmen are being asked to increase their speed to 4 mph.
Could you do that and concentrate on doing a difficult job at the same time?
Have the idiots who gave these instructions ever done this job?

The answer to your question is no. I live in New York and our postal workers drive their postal vehicles to get around. How can anyone expect them to cover specific area within a certain time limit by just walking?
