Does HKIA really have no baggage claim screening for arriving passengers?

Hi all! A few years ago, I had a short vacation in Hong Kong. After walking, taking the airport shuttle and immigration, I ended up at the baggage claim carousel. After getting my baggage and passing through Customs, I was surprised that there was nobody checking if the person got the right baggage, or if someone stole somebody else's baggage. It made me kinda worry, since I usually put my wristwatches, extra eyeglass and the ever-so-important camera and cellphone chargers. If some bad guy stole my luggage, or accidentally took mine, my vacation would've been ruined, since all my clothes are also there.
Is the lack of baggage inspectors really standard practice? I mean, HK is virtually crime-free, but you can never rule out the possibility that there may be thieves, even jetsetting thieves...

Yeah I realized it too during our last year's visit. There was nobody from the airport personnel who checked our baggage. I was quite surprise also but because it was late in the morning for our flight was delayed for almost 6 hours because of the typhoon, it didn't come out of my mind that there was a security lapse in there. You can bring anybody's bag since there is no one checking before you go out of the airport's arrival area. I do hope they will take a look on it.
