Take The Globe refs

When I learned that TakeTheGlobe had 60+ ads available for standard members, I decided to join. A month later, I am now ready to do a payment request for a little over $10. Before I do this, I am waiting until I have $13 which will only take a couple more days. I want to purchase referrals, but would first like to know what others think about this PTC.
Is this a good PTC to purchase referrals in? Why or why not?

my brother still waiting for his payout.untill now he did not get a money that he earn in take the globe.hpoe that it is not a scam.

There was a time TakeTheGlobe went down to upgrade the site to version 2, but when they learned they needed to do more more work on it, they brought back version 1. I didn't reach $13 at that time, only $12, but I chose to make a payment request. In their history page, it says I will be paid in March which I hope will happen.
